She gives great instructions on the link above but KNOW THIS BEFORE GOING SHOPPING…
For every reindeer you have to make, you need TWO cake decorating bags and THREE packets of hot cocoa. I did not realize this and had to go to the store twice. I made a total of 16 reindeer.

Supplies Needed:
FROM CRAFT STORE:
pipe cleaners (to make the antlers)
bells (if you want to add them to the antlers like I did)
disposable cake decorating bags (don't forget to double the number you need)
red pom poms
wiggly eyes
curling ribbon to tie them up
glue dots
small rubber bands
scissors
FROM GROCERY STORE:
mini marshmallows
chocolate chips
hot cocoa (remember to get enough to put 3 packets in each reindeer)
Instructions:
1. Empty 3 packets of hot cocoa mix into a cake decorating bag. Make sure the mix fits nicely and all the way to the tip of the bag. Trim off about one inch of the bag and twist. Secure with a small rubber band.
2. Slide the filled cocoa cone inside a second decorating bag (you double the cones to keep the cooca mix separated from the toppings). Push down the sealed cocoa bag in the middle to make an indention (this is where the candy and marshmallows will sit).
3. Add 1/4 cup of chocolate chips followed by 1/2 cup of mini marshmallows. Twist the bag tight and tie closed using the curly ribbon. Print off the decorative tag and directions as labels in Microsoft word and stick them on the back.
4. Use the glue dots to put two wiggly eyes and one red pom pom on for the Reindeer's nose and eyes.
5. Add one brown (or gold) pipe cleaner twisting and shaping them into antlers. Slide the bells on one on each side.
